Main Purpose and Function
The Recreation Programmer II is a supervisory and recreation programming position responsible for assisting the superior in the development, coordination and implementation of recreation programs at RayCam Co-operative Centre for both Community Association and Parks Board. Working as a community developer, connector and liaison, the Recreation Programmer II uses asset based and trauma informed approaches to community development and community programming in working with community agencies, partners, and community members to develop and implement inclusive for Centre patrons, with a priority focus on programming for local seniors and intergenerational programs. This position exercises independent judgement on matters pertaining to the development and implementation of community recreation programs.
This position is responsible for:
- Overseeing Adult & Seniors programming at Ray-Cam Cooperative Centre
- Community engagement and outreach
- New program development
- Staff training and development assistance
- Volunteer training and development
- Intergenerational programs inclusive of Elders and Adults & Seniors
Specific Duties & Responsibilities
- Identifies and reports on a segment of the socio-recreation, socio-educational, support programs/strategies for children, youth, families, adults & seniors living in the Downtown Eastside
- Deals with crisis intervention; problem solving issues for staff, centre issues, community members; deals with child protection issues and child management/ group management directly or advises staff
- Makes recommendations on the development, implementation and discontinuation of recreation and social programs and events.
- Provides guidance and information to community groups and committees related to the work performed; promotes interest and participation in program activities; establishes and maintains liaison with agencies and community groups.
- Recruits, instructs and directs group leaders, part-time staff, volunteers, and instructors, and supervises the work of other full-time and part-time staff involved in approved recreation and social programs, provides an orientation to same.
- In consultation with peers, arranges for and schedules space in facilities or sites; participates in the review of worksite and facility policies and procedures.
- Monitors programs, keeps statistical records and prepares narrative evaluations of programs.
- Maintains a variety of operating and administrative records; provides cost and revenue estimates for a segment of the community recreation programs; prepares budgets and seeks funding, including writing grants and funding proposals as required; and assists in overseeing collection and accounting for admissions and fees for same.
- Initiates requisitions for materials and equipment within budgetary limits and arranges for the disposal of unsafe, worn or obsolete equipment.
- Prepares publicity material for the promotion of programs or events.
- Enforces rules and regulations and deals consistently and tactfully with groups or individuals who fail to observe these and acts in the absence of a superior, on an assigned shift.
- Other duties/responsibilities as assigned.
The successful candidate may be required to work a variety of shifts including mornings, evenings and weekends, as operationally required and in accordance with the Collective Agreement.
Qualifications
Education and Experience:
- Post-secondary degree in Recreation or a related discipline and sound experience related to the work; OR, completion of a post-secondary degree in any discipline or an approved diploma course in recreation, plus considerable experience related to the work.
- Working experience in an inner city, multi-ethnic and socially diverse community based neighborhood and organization preferred.
- Ability to speak a second language is an asset.
- First Aid certification including Standard First Aid or OFA 1 is an asset.
Knowledge, Skills and Abilities:
- Considerable knowledge of the philosophy and objectives of a planned community recreation program.
- Strong philosophy and experience implementing programs/services on a community development and asset based model focusing on a trauma-informed, holistic approach; understanding of programming that is accessible & inclusive
- Experience working in a low-income, low-resource, multi-ethnic, multi-needs, inner city community; experience working in Urban Indigenous context
- Ability to deal with and assist individuals in emotional or personal crisis and respond to emergency situations.
- Experience dealing with a variety of child protection issues.
- Considerable knowledge of the methods, materials, equipment and practices involved in conducting recreation programs.
- Working knowledge of the policies of the Board of Parks and Recreation as applied to community recreation.
- Working knowledge of the fundamentals of program leadership and recreational instruction.
- Ability to organize, promote and direct others in a variety of group recreational activities.
- Ability to provide guidance to community recreation program committees and to promote interest and participation in program activities.
- Ability to recruit, instruct, provide orientation, assign, and review the work of recreational personnel.
- Ability to meet and deal tactfully with the public and maintain control and exercise discipline with tact and consistency.
- Ability to maintain statistical, financial and clerical records and write reports.
- Skill in the use of recreational equipment and the performance of various recreational activities.
- Experience using ActiveNet, booking facility rentals and the confirmation and adherence to facility processes and policies.
Drivers License and Record Checks
- A Police Record Check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
- A current and valid Class 5 BC Driver’s License required.
- The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
- Local area travel is a requirement of this position and must meet the operational requirements of the Parks Board
Candidates must attach the following records and satisfy the City’s driving requirements to be considered for this role:
- Copy of your three-year ICBC Commercial Driver’s Abstract (N Print) directly from ICBC dated within 30 days of this posting
- Copy of your three-year ICBC Driver’s Claims History directly from ICBC within 30 days of this posting
- If you have less than three years driving experience in BC, a request must be made for out of province/country abstract and claims history
