Intergovernmental Researcher Full Time

POSITION SUMMARY

Under the direction of the Director, IGA/Title & Rights, the Intergovernmental Researcher, IGA/Title & Rights is responsible for conducting guided and independent research on a range of issues related to various negotiations and self-government. This position will assist in a variety of initiatives, and will act as a liaison between governments and will assist or take the lead in various negotiations as required with the provincial, federal and other First Nation governments.

EDUCATION/EXPERIENCE

  • Bachelor’s degree in political science, public administrations, international relations, Indigenous studies, social sciences, policy development or a related field.
  • Minimum five (5) years of experience managing various projects of substantial complexity.
  • Experience in governmental administration, legal affairs, and the development, implementation, and analysis of policies is preferred
  • Experience working with First Nation Governance considered and asset
  • Equivalent combination of education, training and experience may be considered

  • Travels as necessary to conduct research.
  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.

JOB DUTIES/RESPONSIBILTIES

  • Works closely with the IGA Director and team members to establish strategic management objectives and outcomes consistent with the vision for negotiations and the implementation of self-government.
  • Provides research, operational support and participation in negotiations including the preparation and organization and facilitation of meetings with the provincial, federal and other First Nation governments.
  • Provides research, collects and analyses and drafts reports using a variety of research methodologies to ensure the interests of WFN are represented during negotiations.
  • Monitors emerging trends and policy developments at various levels of government and assesses their implications for agreements and policies.
  • Maintains liaison with representatives from governmental and First Nations bodies during negotiations, gathering stakeholder input and briefing the team accordingly.
  • Supports the development of program budgets, ensuring timely submission, and compliance with funding agreements.
  • Prepares budget submissions, monitors budgets, and provides reports to the Director, IGA/Title & Rights.
  • Prepares PowerPoint presentations and proposals for funding.
  • Organizes and maintains the Intergovernmental Affairs Office by, assessing the needs of the Intergovernmental Affairs Office and recommending changes to the Director as appropriate
  • Identifies, recommends, initiates, and negotiates projects and service improvements, including creating project plans and seeking partnerships.
  • Provides support to the WFN Advisory Council as required.
  • Researches and administers the Additions to Reserve process as per Federal Government Policy.
  • May serve as the designate Director in the absence of the Director of Intergovernmental Affairs.
  • Performs other related duties and responsibilities as required, adhering to Westbank First Nation policies, standards, and procedures under the Director of Intergovernmental Affairs.

KNOWLEDGE/SKILLS/ABILITIES

  • Conceptualize and manage projects and project teams, produce results, adjust priorities as required and meet expectations on a wide range of projects of a complex and diverse nature
  • Data analysis and conducting qualitative and quantitative research using analytical tools (e.g. MS Excel tables, dashboards, Power Pivot, etc.).
  • Knowledge of WFN laws and policies
  • Ability to work with multiple levels of government
  • Effective communication skills including preparation and presentation of position papers and briefings
  • Knowledge of First Nation legal, political and social frameworks
  • Ability to think and plan strategically and to provide and support strategic leadership toward achievement of organizational goals
  • Strong research and analytical skills as well as problem solving methodologies
  • Perform effectively in a multi-disciplinary environment requiring a high degree of motivation and initiative

The minimum starting salary for this position is $64,757
