Main Purpose and Function
The Superintendent II provides leadership for a sizable workforce, and champions and models the vision, mission, and values of the City of Vancouver and Engineering Services. The position plays an essential frontline leadership role in advancing corporate values and priorities, such as equity, diversity and inclusion, across a large operational workforce.
As a member of the management team this exempt position will focus on developing work plans, cost effective initiatives and programs for the Integrated Response Team (IRT). The IRT is an interdepartmental team responsible for addressing temporary structures in the public realm and seeking compliance with City and Park Board by-laws. The IRT works tactfully and compassionately with individuals experiencing homelessness and/or individuals who may live with issues related to substance use, mental health, physical and/or cognitive disabilities and other issues related to poverty and marginalization. As part of the work, this position will review recommended response plans for cases assigned to the IRT as needed, especially cases with high complexity.
The position makes key independent decisions about operations budget, allocation of resources, change management, business improvement impacts, ensuring efficiency of the operation, and analyzing operational performance goals and metrics. This position’s responsibilities also include visioning and strategically planning branch policy, procedures, and implementing and monitoring processes to ensure transparency, fairness and consistency within the operation and working to enhance employee engagement, development, coaching and mentoring. Other key decisions include ensuring all areas within the operation are meeting safety guidelines, ensuring safety programs are progressive and standards are in place and adhered to.
The Superintendent II reports to the Manager of Sanitation Operations and works closely with the Manager of Homelessness Response Coordination (ACCS) to oversee all aspects of the IRT. The position manages a team comprised of superintendents, operations and support staff. This position will directly manage a team of 4 Superintendent I’s in their respective areas (Compliance, Equipment, as well as two in IRT).
The position works collaboratively with other City departments such as ACCS Housing and Homelessness Services, Park Rangers, Vancouver Fire and Rescue Services, Vancouver Police Department. Other key contacts that this position liaises with include other branches within the division, Division Director, senior staff in other Engineering Branches, Corporate Communications, Risk Management, Human Resources, Business Improvement Areas (BIAs), sales managers and executives from various vendors, and external consultants and contractors.
