Our client is seeking a highly experienced Project Controls Manager to lead the project controls function on a major capital program in British Columbia.

Reporting to the Director, Project Controls, this position will be responsible for establishing and overseeing the systems, processes, standards, and resources required to effectively manage cost, schedule, change, progress, and performance across a large and complex capital project valued in excess of $1 billion.

The role will work closely with the broader Project Services organization, including Contracts, Procurement, Quality, Risk, Engineering, Construction, and Project Management.

The Project Controls Manager will form part of the project leadership team and will have significant input into decisions affecting project execution, contractor strategy, cost, schedule, risk, and overall project performance.

Key Responsibilities

  • Provide overall leadership for project controls across estimating, cost management, scheduling, planning, change management, progress measurement, and reporting.
  • Establish and implement project-specific controls strategies, procedures, systems, workflows, and governance requirements.
  • Build and lead the project controls team, including internal employees, consultants, and third-party contractor resources.
  • Ensure cost, schedule, change, contracts, procurement, and progress information is properly integrated and consistently reported.
  • Develop project controls requirements for consultant and contractor RFPs, including technical evaluation criteria and bid assessment methodology.
  • Participate in the review and selection of major service providers and contractors from a project controls perspective.
  • Assess contractor and consultant project controls capabilities, systems, processes, and resources prior to contract award.
  • Oversee the development and execution of Project Controls Management Plans.
  • Ensure project control systems provide accurate, timely, and reliable visibility into cost, schedule, scope, and overall project performance.
  • Develop project-specific procedures and working practices aligned with broader corporate and project governance requirements.
  • Monitor contractor and service provider compliance with established project controls standards.
  • Conduct or oversee project controls audits of consultants and contractors where required.
  • Review contractor reporting and validate underlying cost, schedule, progress, and forecasting information.
  • Analyze project trends, variances, delays, and emerging risks and provide clear root cause analysis and recommended corrective actions.
  • Review project cost forecasts and updates and evaluate potential cost or schedule impacts.
  • Support the assessment, analysis, and response to contractor time and cost claims.
  • Prepare high-quality weekly and monthly project reporting for project leadership and senior executive stakeholders.
  • Develop project performance presentations and executive-level reporting materials.
  • Lead regular project controls, change management, and broader Project Services review meetings.
  • Ensure project stage information, performance data, and key metrics are appropriately captured and maintained.
  • Work closely with the Project Manager and broader leadership team to support strategic decision-making and project execution.
  • Mentor, coach, and develop project controls personnel across both the owner and contractor teams.
  • Promote a strong culture of safety, environmental responsibility, accountability, and continuous improvement.

Qualifications and Experience

  • Degree or diploma in Engineering, Accounting, Finance, Business, Construction Management, or a related discipline. A relevant trade qualification combined with extensive project experience may also be considered.
  • Approximately 15 or more years of progressive project controls experience.
  • Extensive experience supporting major capital construction programs, preferably within mining, heavy industrial, energy, infrastructure, or similarly complex environments.
  • Significant project controls experience representing an owner organization.
  • Strong field-based construction experience.
  • Demonstrated experience working on large-scale or mega-projects.
  • Strong knowledge of project controls principles including cost control, estimating, scheduling, forecasting, change management, progress measurement, and reporting.
  • Strong understanding of engineering, procurement, construction, and commissioning environments.
  • Experience overseeing third-party consultants, EPC/EPCM organizations, contractors, or other major service providers.
  • Proven ability to integrate cost, schedule, procurement, contracts, and change management information.
  • Experience reviewing contractor claims, delays, cost impacts, and schedule impacts.
  • Strong leadership experience, including building, mentoring, and developing project controls teams.
  • Strong analytical and problem-solving capability, with the ability to identify trends and communicate project risks clearly.
  • Excellent written and verbal communication skills, including experience presenting project performance information to senior leadership.
  • Willingness and ability to work a site-based FIFO rotation near Kamloops on either a 14/7 or 10/4 schedule for the duration of the 12-month contract.

Systems and Professional Designations

Experience with the following would be considered an asset:

  • Project cost management systems such as Oracle Primavera Unifier, Cleopatra, or comparable platforms
  • Scheduling tools such as Primavera P6 or Microsoft Project
  • Professional designations such as P.Eng., AScT, CCP, CEP, PMP, or similar
  • Bilingual English and Spanish capability
